A persistent pandemic and the law’s next moves
Gov. Gavin Newsom could not have expected that the restrictions on business operations he imposed in late winter would remain in place with only limited exceptions in midsummer. On the federal level, in enacting emergency legislation this spring providing an extra $600 per week in unemployment benefits for those who lost work because of the pandemic, Congress signaled its expectations by setting an expiration date of the last week in July.
